Best practice: Collapsed headings instead of anchors

A common practice on the old site would be to make a list of links that were anchored to content further down the page as a kind of table of contents. Clicking those anchor links would jump you down the page to the relevant section.

However, now we have collapsable headings, which in many cases can serve the same purpose. No need to waste time making anchor links - just collapse the content under a heading, and the user can click to expand that section and read the content.
